About Us  

Overview 

ProPatria is a non-profit organisation which has a purpose to assist and strengthen Indonesian society in order to develop one new order amongst people which is more democratic, just and equal also civilise, especially in time when now Indonesia is in a period of democratic transition.ProPatria was founded in 10th December 1998 in order to commemorate the International Human Rights Day, and in line with the spirit of reform actions in our motherland. ProPatria’s presence was a form of  youth’s anxiety expressions due to Indonesian overhaul future, which had been proceeding improperly since the collapsed of Soeharto’s regime in 21st May 1998.

The name of ProPatria was taken from the Latin language and it means “for the fatherland”. ProPatria also has a motto, which will be the support and aspiration of our achievement, and the motto is “Towards A Democratic Society”.The meaning of its name and motto is reflected by a form of our three arrows logo, which configures in the “O” letter surrounding the Indonesia Archipelago. These three circular arrows are a reflection of ProPatria working focuses. First, the red arrow represents the bravery of our ideas, designs, and concepts in Security Sector Reform (SSR) area. Second, the green arrow represents the prosperity and community development, which will be achieved by our Community Based Development (CD) programs. Three, the blue arrow represents the peaceful and stronger society, which we will achieve through our Cultural and Education Reform (CER) programs.ProPatria’s name, motto and logo are one form of unity, which reflect our vision, missions, and organization strategies.

Who We Are?

ProPatria, which in Latin means “for the fatherland”, is a non-profit organization whose purpose is to assist and strengthen Indonesian society in order to develop one new order amongst people which is more democratic, just, equal, and also civilized, especially in this period of democratic transition. Bearing the motto “towards a democratic society” ProPatria was established at the end of 1998 by a group of people with the enthusiasm of contributing to the process towards a democratic society in Indonesia. In order to fulfill its goals ProPatria have three underlying programs, namely security sector reform, community based development, and social welfare. 

Our Vision and Mission

  1. To strive for better policy in politics and development in order to impose democratization process, which is based on openness, honesty, sincerity, amity, equality, impartiality and respecting the human right values; 
  2.  To connect the social gap amongst societies in order to attain society’s equality, which is more just and civilized. 

What We Do? 

As time went by, with a lot of encouragement from many parties who share similar concerns, ProPatria grew and developed its ideas. Despite the fact that ProPatria had three underlying programs we have not fully accomplished our goals yet, especially regarding to our integrated programs. ProPatria’s achievements during these past years contribute only to a small portion from what should be done. However, challenges and opportunities to keep our endeavors in non-governmental domain are still wide open. Hence, ProPatria would lay all of our previous achievements as a prompt other excellent ideas. In the future, ProPatria’s programmes will still be developed, designed and directed to achieve one comprehensive conception of integrated development. To achieve this aim, ProPatria makes an effort to develop sectional working groups or cross-sectional working groups to strengthen our networking, which includes government institutions, parliament, medias, scholars and also national, regional, and international non-governmental organizations. Examples of specific areas where we can work are: 

Security Sector Governance

  •  Review constitutional and legislative environment for the management, control and oversight of security forces; 
  • Development of institutional and procedures for civil oversight of security policy and activity, principles of transparency and accountability. 

Security Sector and Defence Reviews

  • Processes to identify and agree foreign and security policy objectives, including internal and external factors e.g. threat assessment, security policy frameworks; 
  • Match security sectors capabilities, such as defence, police and intelligence to foreign and national security policy objectives; 
  • Promote efficiency and effectiveness across the full range of security sector activities, including defence, police/justice and intelligence organizations. 

Organisational Issues

  • Functional and Efficiency Reviews;
  • Effective coordination and cooperation between civilian defence, military, police and intelligence staff within security structures and within government institutions as a whole;
  • Produce strategic management plans that clearly outline corporate objectives and set key performance indicators. 

Financial Management

  • Introduce or develop structures and processes for accountability to cover financial planning, programming and in-year management.

Human Resources Management and Development  

  •  Design and implement effective programs for the management, development, assessment and training of civilian, military, police, and government officers. 

Why We Do This Work? 

The politic and economic crisis engulfing Indonesia in July 1997 and the ensuing prolonged crisis have resulted in a serious deterioration of general politic and economic conditions. Within less than 2 years this country has plunged from a position of “will-be new Asian tiger” into one of the world’s poorest nations. The economic growth dropped sharply from a comfortable rate 7% in 1996 to–15% in 1998, whereas the people’s purchasing power was reduced to only one-third. Being an archipelago country, covering some 6,000 large and small islands and a territory almost as large as the European continent, the impact of the crisis is not however felt evenly throughout the country. The more industrialized western part of Indonesia is hit severely by the crisis. This situation is indeed paradoxical, especially bearing in mind of Indonesia’s abundant natural resources and fertile lands. Well-managed natural and human resources should have prevented the country from politic and economic disaster. For that reason, policies leading to the widening of social gap should be abandoned, and be replaced by one ensuring more equitable distribution of income and security guarantee. 

The Way We Work? 

ProPatria provides direct in-country advice on development and security reform, in accordance with ProPatria’s experts.  In accordance with its vision and mission, ProPatria develops and continuously improve its operational strategies, which are: 

  1. To study and research policies on politics and development in the local, national, regional and international areas especially on social, economic, human rights, politics and security aspects; 
  2. To conduct intensive policy dialogues amid the government institutions, parliament and civil society as a parts of  government policy reforming process; 
  3. To establish and enhance partnership through cooperation with the government institution, non-governmental organizations also with international non-governmental organization;
